Parks Department Staff Roles
The role of the Parks Department staff seemed inappropriately elevated over the public’s involvement and the proper governance structure of the County.
For example:
- Table 3-1 (p. 50) lists the Governance groups. It lists Board of County Commissioners and Parks Department Staff as the governance units. The Parks Advisory Board is not included.
- P. 101 states that the renewed vision for Parks “began with an all-staff meeting in November 2023, marking a pivotal moment in shaping the future of the Parks, Recreation, and Open Stace Plan Update.” The revised mission and vision statements highlighted on p. 104 seem to be stated as the mission and vision of the staff. The “we” in these statements seems to be the staff.
- The Heritage Parks Stewardship groups have long been a key expression of significant public involvement as well as a resource that expands the capacity of the department with minimal financial costs to the department. (See later discussion of park stewardship groups). They have been relegated to a role in relation to Parks staff that seriously reduces their contribution.
